You are new to AWS and need to set up an account to get started with AWS.
Solution Summary:
You can register for an AWS account with a free tier for 12 months.
Solution Steps:
As of writing this note, AWS provides a free tier account for 12 months. Not all service may be free, but most services are free for decent usage. For example, you can use EC2 and RDS for 750 hours per month, 5GB of free S3 storage etc.
First, you need to sign up for a free tier account at AWS website. You will need to register your credit card, apart from mobile number to get even the free tier. To be on the safer side, it is also advisable to set up a billing alarm to let you know if you accidentally use some paid services beyond a limit. This we will do later.
Follow below steps for signing up:

Click on login to console and select new user option or go to the pricing page at https://aws.amazon.com/pricing/ and click on create free account button.

Enter your email and password

Enter your address and phone number

Enter credit card details and optionally your PAN. Credit card will first be verified by entering your OTP and then your mobile number through an automated call.

Continue to select your plan. Select Basic.

Registration confirmation will be displayed on the screen.
Signing In For First Time
After you see the registration confirmation, you can click on sign in button to sign in.
After you sign in for the first time, you should setup some security settings. This is not a requirement, but always preferred. You can do these settings either going to security credentials page or going to the IAM page.
